Yes, it had possession of systems. You could mine them or fortify
them. And if you possessed a system, then it built ships for you.

Remember the starting screen? You could select each player to be "AI"
(fully computer controlled), or "CYBORG" (computer does strategy while
you do melee), or "PSYTRON" (computer does melee while you do
strategy), or "HUMAN" (you do both).
