hard to say, the server you were on could have been running some sort of mod
flying, floating round the ceiling could be beacuse they were using a grappling
hook

jumping high could be rocket jumping , look at the ground jump fire rocket

I think they are using the "hook". Connect to the server, try "bind x +hook"
in the console and press x afterwards. Happy "flying" ;-)

You have to activate possible cheats first. "cheat 1" is the proper command.
After that you can enter "fly". But I don't think that the server you played
on runs with "cheats 1".

       How would you go about doing the rocket jump? Is that a cheat code?
    I could not get any cheat codes to work on the MSN ZONE game site. Yet,
everyone else is flying all around. Tonight, I was playing in a city setting
with tall skyscrapers. And, the other players were literally flying through
the sky above the buildings. I could not compete at all. There was no
competition. It's so bad that it's not even fun when they are up 10 stories
above me flying in the air shooting at me.
    I don't know why I cannot enter any cheat codes after I type in ~ to
bring up the council. It keeps telling me that it does not recognize the
codes that I put in. I tried the sv_gravity as well as the FLY codes and got
the same message that it did not recognize the codes both times.
    I also tried the fly code offline and it does not do anything at all for
my game. When I use the d and c keys, nothing happens at all. I could get
the gravity to work. But, after I went up to the ceiling, I could not come
back down again. When I see the people online, they seem to make three story
jumps and come right back down again. they don't just hang there like I did
offline.

You'll have noticed that, when someone shoots you, you're thrown away
from the damage.  A rocket causes damage in a volume around the impact
point.  The rocket jump is based on these facts.  Essentially, look
down, then jump and shoot a rocket simultaneously.  This will fling
you high into the air.  There's more to it than that, but that comes
with practice.

It's also possible to grenade jump.  This is *hard*.

This is as it should be.  There are ways to cheat online, but please
don't use them.  Ever.

I'd guess there's some kind of mod in effect.  Depending how helpful
your fellow players are feeling, you could try asking them about
this.  The server's welcome message might have made some mention of
it, too.

sv_gravity is a server variable.  You're not the server, so you can't
set it.  As I already mentioned, inability to cheat online is by
design.

Incidentally, it's "console" rather than "council".

I can't actually remember how the "fly" cheat code in Quake I works -
I have a feeling it just means that moving forward isn't restricted to
the ground.

When you played with sv_gravity, did you set it to 0 or some low
value?  With 0, or a small number, you'll end up getting cosy with the
ceiling every time you jump.  100 is probably about the value you want
for big impressive jumps, though it makes most levels quite awkward to
play.  In the single-player game, the episode 1 secret level "Ziggurat
Vertigo" has sv_gravity 100, and works quite well with it.

Unrelated point, but I don't suppose you could put your replies below

there are a couple of different grappling hooks available depending on the
mod you are playing. One is invoked with ;

bind x "+hook"

the other grapple is;

bind x "use grapple"

It sounds like you are playing a KOTS (King Of The Server) mod of
quake 2. 
This mod allows players to build their characters with special
abilities as they reach higher levels. Giving them attributes such as
fly and grapple and cloak. It is fustrating playing against elite
players because of this but stick with it and you will become one. 
KOTS is a great mod!!

If you're playing in regular dm mode you can press the space bar twice
fast on steps or smaller boxes to get a boost onto otherwise
unreachable places, or you can try a rocket jump, jump & launch one
right after the other (also works on a much bigger scale when BFG
jumping). Maybe this helps?

    Where can I learn about mods? I don't know what that is. But, I tried to
look on that page which has the join game link on it and it did say  q2dm1
popular here. What is  q2dm1.  Is that the mod. what is the mod and where
could I learn about mods?  I don't even know what mod means. I just started
playing quake online the other day. And, this is my first online gaming
experience.  Is a mod something that determines what commands that can be
entered into the console? I have played games offline though, so I was able
to pick up the game fast before I started playing online. But, I don't know
what a mod is though.

i've all ready told you how to rocket jump no it's not a cheat code :)
look down jump & fire rocket 

cheat codes normaly wont work online
q2 grapple hook is all ready bound to the 1 key from memory
hitting 1 twice should activate it

Two things you should look into... rocket jumping and the grappling
hook! (for CTF, TF, CuTF).
