Are you talking about C&C or RA? I know from experience with C&C that you
can get "Out of Sync" errors from a poor connection as well as from cheating,
so getting that error does not mean your opponent tried to cheat. I haven't
played RA that extensively on-line so I'm not sure about it, but I would
assume too many lost packets would cause the same trouble.

Also with C&C, if you alter the price or build time or weapons of a unit,
you will get the Out of Sync error. I had that happen when playing a
friend of mine. I had been goofing around with laser-jeeps and forgot
about the mods. When my souped-up jeep met one of his units we out-of-sync'd
on the spot.
