Sure they can, with A/UX (Apple's UNIX). Now *that* was an OS ahead of
its time. A full-blown UNIX system that ran the MacOS as a UNIX process.
You could choose either MacOS, an X server, or a text console each time
you logged in (you could also run an X server under a MacOS session, but
that was slower). To a ncovie, the system would appear just like a Mac
running the regular MacOS, but with a login dialog box (with each user
having his own personalized set of extensions, etc.). You could totally
ignore the underlying UNIX if you wanted to.

I was using A/UX back in 1990 and only recently dropped it in favor of
AIX on an IBM PowerPC-based box and a PC which I run Solaris and NT on.
Apple gave up on A/UX (like most of the good things they've come up with)
and never ported it to the PowerPC hardware or brought it up to date with
modern versions of UNIX. They could have used A/UX as the foundation for
a new MacOS years ago instead of letting it rot and only now adopting a
similar concept with Rhapsody.
