... release any prior units/actions, IOW free the pointer
... click, select unit under pointer if any
... assign selected worker to group 7 or clear group 7
... (next four actions) prepare to build electricity plant
... hold shift
That way... If you want to use a local worker instead of the
nearest idle worker, make sure that worker is under the pointer.
If nothing is under the pointer, the nearest idle worker will be
used.

If you want something done immediately, you will probably use a
local worker. If you want to use an idle worker, you can use the
prior command (with nothing under the pointer), or use one that is
under the pointer. This way gets it done immediately. Besides,
once the worker finishes the new task, it will continue building
the prior task if it is close enough, or you can append that job
to the task you want done immediately.

Real-time strategy needs an upgrade badly, to select the next
available worker instead of the nearest idle worker. In other
words... If there is a busy worker nearby that will be finished
before some idle worker from across the map would arrive, the
nearby busy worker should be selected when a "next available
worker" shortcut key is pressed. Maybe better would be to forget
about selecting a worker and let the next available worker do new
or incomplete tasks (without having to select a worker).
