Need For Speed: Shift was released one month before Windows 7, so I'm thinking the developer might not offer support for it, although Vista had been out 2 or 3 years by then. That being said, I see that it includes XP, Vista, and Win 7 in the System Requirements. Have you tried running it as Administrator?
