The game goes much faster and needs less RAM e.g. if you play > with your 2 buddies vs 3 other humans, than if you play vs 3 AI's. Regardless of the combinations of hardware and drivers I have used in the last four years, Generals and Zero Hour have always stuttered on me when playing in skirmish against the AI. Even with my current rig which is running Windows XP and has 2GB of RAM. This performance issue is more severe with Hard opponents, but even a couple of Medium opponents can trigger it. Sometimes it gets so bad that the game becomes unplayable. Yet, newer games using the same engine like The Battle For Middle-Earth series never give me that type of performance trouble. The action can slow down in large battles (especially with weaker hardware) but I don't get the stuttering and momentary pauses that Generals and Zero Hour give me. I really wish I could get to the bottom of it. I'll see if anything you suggest will help.
