I mean, maybe for a thread a few months old it was okay to resurrect it but once it reached a year or more it was generally considered rude to do so, at least in the few dozen or so newsgroups I've frequented. Retention wasn't that great, even "back in the day". No, most of the time the people who resurrect these ancient posts are GoogleGroups users who have no idea how Usenet works or the etiquette thereof.
