You need to get an engine for the water pump.  You can buy one in the Rail
Nomads camp.  U)se it on the tile where the old/broken pump was.  Someone
will appear out of nowhere and give you some good loot (for starting
characters at least).

Keep him around as a party member until you find someone better. then dismiss
