Mainly because setting up a net group in other than an alt hierarchy
is at the very least very painful.  It takes an incredibly long time
to do so (up to 4 months).  The kali mailing list is becoming
saturated.  I got between 20-30 different messages today.  I wanted to
get a group going as fast as possible.  If a site won't carry the alt
groups then they are depriving their users of a lot of good things.  I
would complain to your news admin if that were the case.
