I see steam is up to their old tricks again.

Been playing in offline mode for several days, although I shut off steam
when I finish playing.

Oddly enough, despite supposedly being offline steam keeps updating
itself every time it's activated.

Today, just a few minutes ago I firewall blocked it and then ...

remember it's been set to offline for about a week now ...

"Could not connect to steam network.
This could be due to a problem with your internet connection, or with
the steam network. Please visit www.steampowered.com for more info."

and of course steam exiting and refusing to start despite having been in
"offline mode" for a week.

I guess steams "offline mode" is like Fox News "Fair and Balanced"
coverage, a trademarked name/title, not an actual statement of reality.

One wonders exactly how someone traveling and playing via laptop where
there is no coverage is supposed to play using an "offline mode" that
insists on connecting to the steam network and exiting with an error if
it cannot?

Bizarrely, after unblocking it in the firewall steam continued to exit
with that same error.

I had to go fully online for it to work at all.

Valve really don't understand what "Offline" means do they?

You've chosen to start in offline mode, ok, going online...

Its obvious isn't it? Steam has to go online to check if you are
authorized to go offline.

They just put out an update, that might be why. On a positive note:
There is a button to move game installs to a different library folder now;
no messing with individual files needed. The Move Install Folder button is
located on the Properties / Local Files tab for the game in your library
listing.

Oh I know about the update.

How?

because yesterday, in the middle of playing Rebel Galaxy in offline
mode, I got a sudden popup from steam, occluding my screen, saying it
had downloaded an update and did I want to restart steam right then and
there during my gaming session (which would of course have instantly
crashed the game since steam wouldn't be running.)

Valve don't get at all what offline actually means.

Now why it needed to go online fully today after being blocked had
nothing to do with the update, since it had already applied it.

Just their usual idiocy, "You were offline and we could not connect, so
you have to go online to make sure we can connect so we can allow you to
go back into offline mode while we connect to the steam network anyway
while claiming to be offline."

Except the whole point of going into offline mode and saving your
credentials is so that you can start steam and play games in offline
mode while you have no connection, IE on a flight or somewhere remote or
during a scheduled outage.

Kind of defeats the purpose if offline mode needs to go online during
offline mode and crashes out if it can't.

Of course it does. But making it check online first is typical IP-think
these days and if any of the people in charge see the issue they're
likely to consider it a bonus rather than a bug. :)

I have a few games on the Kindle Fire. Most of them require an
internet connection. Not good when I am traveling, on a plane and in
a hotel room that doesn't have good enough bandwidth. Same for
airports.
