Just an update, I'm having much more fun with this game now than I was when I wrote the above. One of the things with WD2 is just that there is so much shit to do, that the game feels kind of "cluttered" at first. By that I mean you've got these all these lines and markers on the screen indicating hackable objects and such. In that sense it feels more complex than GTA games. So, because of my (perhaps rare) tendancy to jump into multiplayer on a game like this at the first possible opportunity, I end up throwing myself right into the fire and missing out on some of the tutorials that someone who starts out in single player might learn slowly and gradually. And that single player experience does benefit you in multiplayer. An example of the aforementioned complexity is proximity trigger hacks. For instance, assume I'm in multiplayer and I have hacked some other player. He is looking around for me, and suddenly he is able to profile me (for those unfamiliar this means its time for the hacker to run like hell if you still want to win the round because you've been exposed and are out of hiding). Well this usually means not only a car (or bike) chase is going to occur, but to reduce the chances of that player remaining on my tail taking pot shots at my head, I need to do something to throw him off my trail. One of the best way to do that is to put a proximity trigger on an object up ahead of me, such that he either has to swerve to avoid or risk getting blown up in the explosion (either of which will help shake him off my tail). But placing the proximity trigger (at least using the mouse and keyboard) may require a bit of forethought into how you bind your keys, because you're going to be both driving and setting traps at the same time, and this is a level of multi-tasking that is not really an issue in GTA V other other games involving high speed chases. Once you get used to executing this sort of thing regularly and not worrying about which key does what, the game becomes infinitely more fun. So right now I'm still primarily doing multiplayer + single player sandbox (just screwing with the environment and not working on quest). It's a nice game and I recommend it for folks that like the genre.
