You can't get him until after completing Museum of Freedom, which
I advocated skipping or at least putting off.  Dogmeat can sneak, and is 
good at temporarily disabling humanoid enemies while you give them the 
beat-down.

I took my own advice on my last restart and put off Museum of Freedom 
until level 8 or 10, got my own power armor and repaired and upgraded 
it first.  Even on Survival difficulty it was much easier doing that.  
Almost a cake-walk.  

I think part of the problem is I was using VATS quite a bit before, but
this time didn't as I now knew if would drain my power armor.  Frankly 
VATS sucks this time around, the chance to hit anything at a distance 
is terribly poor, far worse than I can aim without it. And it drains 
power armor.  I only use it for scouting and up close an personal 
where turning and getting a bead on someone is difficult - although 
even that's pretty poor, I had problems with a raider in power armor 
last night doing that, and just didn't bother with VATS the 2nd time 
and took him out with the sword much easier.  

I'm hoping someone comes out with some mods for VATS to make it 
better, otherwise I'm not going to be using it anymore, which makes me 
sad, as that was one of my favorite aspects of FO3.  It's just 
another shooter to me without it.

As to skipping Museum of Freedom altogether, I'll have to try that next, 
as I've read someone say it seems like it was tacked on at the last 
minute as an intro, and some of the later things work out better, and
make more sense if you don't even meet Dogmeat or go to Museum of
Freedom.
