Commonwealth seems to be everywhere that's not somewhere else (sort of 
like saying I'm in America, a lot of ground that covers) so that could 
be anywhere.  Museum of Freedom and right outside is pretty rough 
though, that's where I was suggesting avoiding until you're a bit 
more familiar with the game, and/or have better weapons.*  just 
wander around looking for places to loot, and run away if you find 
super-mutants.

I'd probably just suggest restarting now, use vats a lot, and/or 
just pistol-whip/melee everyone that doesn't seem too dangerous 
(especially radroaches), and loot everything as soon as they are dead to 
get their ammo, make sure to poke around and loot everything you can 
find (excess junk just ignore or dump in a dresser at home for later.)  

A good companion would help, I'm not sure if Dogmeat will go with you if 
you don't go to the Museum (and he's petty poor anyway), and the other 
early available one isn't available until after you complete the quest 
at the Museum of Freedom.

Also as I said in that other post *don't* play on very easy, it's 
actually harder than normal to difficult due to the reduced xp. 

You don't need lockpicking to get anywhere important, just ignore the 
doors that require it for now.

Museum of Freedom you're supposed to meet with the Minuteman, and go get 
the Power-Armor and Minigun - which comes with 1000 rounds, way more 
than enough to slaughter all the raiders from the roof, or up close 
and personal unless you're as shaky as a cold chihuahua, though what 
comes after the raiders is harder than anything else I've encountered in 
the game and I've drained the minigun against it, thus my suggestion to put it off for a bit.  

If you do go get the Power-Armor and Minigun, beware using VATS in 
power armor drains the battery very quickly.
