You REALLY expect that??

... Let's first try to define what is an operating system. An
operating system should a software which provide a standard interface
for software to load and interact (I/O) with the hardware component -
such as disk access, video output, memory allocation etc. Under that
definition any Windows starting at 1.0 is an operating system. BUT
under that definition a BASIC interpretor is an OS as well!! Well
there were many computer which bootup a BASIC at startup, including the
original IBM PC. If the original PC boot the BASIC from ROM, it the only
software inside the memory and is ready to load and run other
software. So, is the ROM BASIC an OS? I am still not sure, but I would
not call GWBASIC or QBASIC an OS because: 1) That would make me sounds
very stupid, and 2) GWBASIC and QBASIC are *applictions* running under
DOS. Windows 1.0 to 3.11 are also *applictions* running under DOS.
If they are OS, then GWBASIC is an OS as well!

Now for Win95... if the count the whole package of Win95 they give
you, it's an OS alright. But it also *looks* like it's actually an
DOS application. Damn it I am confused...

Sorry I can't make a conculsion... who care anyway, all matter is if
it work good enough for you.

(A joke: Is Windows actually develope from Microsoft BASIC? :-)
