According to one Q&A in Microsoft System Journal, Windows 3.x does not
have a number of file limit as specified in the CONFIG.SYS file. The
"files=" clause only applies to applications running in DOS environment.
In Windows environment, the kernel will dynamically increase number of
file handles up to a certain limit, which I believe to be approximately
 255. In short, The "files=" has no apparent effect in Windows 3.x
 environment at all.

I suspect the same hold true to Win95. Upon installing Win95, the
installation process will automatically strip off unnecessary drivers
in Win95. For example, mouse, smartdrv and CD-ROM drivers have been
removed from CONFIG.SYS and AUTOEXEC.BAT file. When I read about this
 "files=" debate, I inspected my original CONFIG.SYS (now CONFIG.DOS)
and Win95's CONFIG.SYS closely, and discovered that Win95 has stripped
off the "files=" statement from CONFIG.SYS as well. I guess Win95 does
not pre-allocate file buffers for the its operating system environment.
So far I have been managed to play lots of games without any problem
 at all.

I hope this will clear things up. It is not necessary to specify
"files=" in each DOS sessions in Win95 environment. As for specify
different set of real-mode device drivers for each DOS sessions, I
have not encountered any need for this yet.
