I am playing both UFO and terror from the deep in UFO on the soldier list
you can see any advances in energy bars with the increase in a slightly
diferent shade of the same colour. In terror from the deep the soldiers hav
bars which have two colours like in UFO but they are totally different
colurs are these also permanent increases or decreases because the man has
been over worked or something else entirely ??

In fact they are permanent increases.

If you remember from the manual, it says that soldiers will increase their
skills over time after gaining kills. the more you use a certain skill (i.e.
shooting for firing acc., mc controller for MC. ability) The more adept at
that skill the soldier will become
