In fact they are permanent increases. If you remember from the manual, it says that soldiers will increase their skills over time after gaining kills. the more you use a certain skill (i.e. shooting for firing acc., mc controller for MC. ability) The more adept at that skill the soldier will become Matthew "The Etheral Slayer"
