reaction stat in TFTD

I'm conducting a campaign on superhuman in a reasonably scientific
manner based on my previous games, the wisdom of the net and this
newsgroup. The strategy is well in hand or so it seems (as always
until it all goes down in flames ...).

However, I wonder if my _tactical_ skills are a bit lacking. I read
that the reaction stat is important for an aquanaut and some players
use high reaction scouts with pistols. I cannot keep scouts alive for
long, so in my troops they are fodder. Very catious fodder, mind you.
They move stealthily from rock to rock, a few squares ahead then back
to a safe place hoping to spot an enemy for the grenadiers and snipers
to play with. Maybe, I don't play it right and reaction fire could
help them a lot.

I read that the chance of reaction fire for a naut is depends on the
speed (total/reamining? TU) of the enemy:

Is this true in your opinion in tftd?

If it is true, then on superhuman where the aliens get so many TUs is
reaction fire useful/viable? How/where/when/...?

Cheers, Gabor
