I don't see how there's even a case. The name of the game is Wing
Commander Secret Ops. Play the game. There's no "Prophecy: Secret
Ops," it's just Secret Ops. Also, play the game. You don't need
Prophecy to play, so it's not an addon. There's just no case as to
whether it's a separate game or not.
What else would they call Prophecy and Secret Ops packaged together?
Prophecy Gold is as good a name as any.

It's simply because Secret Ops wasn't a regular retail product and
Prophecy was. They package is Prophecy and more, so they called it
Prophecy Gold. Doesn't change how Secret Ops is a separate game.

It's definitely worth $40 for me.. though I ultimately saw it as low as
$15 in stores.

Prophecy came out in December 1997. Secret Ops in August 1998.
Prophecy Gold in October 1998. Work on multiple Wing Commander games
continued through March 2000.

Compare Secret Ops to the other addons.. It is MUCH bigger than any
Secret Missions or Special Operations..
