Which governement agancy actually manages such sales? I mean, like if a neutral nation wanted to buy a certain fighter plane, what government agancy manages such a sale or decides what type of equipment is illegal? Is there some laws set down to prevent such sales; or an oversight commitees that decides for them? I've heard that there is an Office of Technology Transfers, but know little about it. Or of it's jurisdictions. Can anyone fill me in on this? >There.
