Turn fog temporarily off to see if you've killed all enemy units and
destroyed all enemy buildings.

Also make sure you've "claimed" all buildings of Tol Barad.

There must be something of the enemy left...Look everywhere until you
find them and kill them...Even enemy buildings can sometimes stop the
level finishing...

Heh heh...  That one can drive ya nuts.  Once in a while I'll be done
conquering the earth, no victory.... put all units on patrol covering
entire map, no victory.... mount massive tedious search, and then after a
while, FINALLY I realize there's one claimable farm sitting shyly in a
corner somewhere.  My troops won't attack it and if nobody happens to
actually bump directly into it, the game can drag on for a long time!

Remove '.SPAM_BLOCK' to reply

perhaps there is a building or unit out of view. turn the fog off to check
the map for buildings and units.
Alternatively a building may not have been captured/rescued. click on them
to see if the selection square is red,yellow or green. red is enemy destroy
it . Green is yours. Yellow needs to be touched to become green.
