perhaps there is a building or unit out of view. turn the fog off to check the map for buildings and units. Alternatively a building may not have been captured/rescued. click on them to see if the selection square is red,yellow or green. red is enemy destroy it . Green is yours. Yellow needs to be touched to become green.
