Yep, you can collect seals when you're a champion of one faction
(although only a few of the dailies are open, need to be champion with
all to open the others), got to be champion of all to access the
vendor, I believe,at least it appeared that way when my bf wanted the
hippogryph the other wek, he decided the Cenarion one was easier to
get!
