You need to be a champion of a faction to buy from their quartermaster.  
Most of the gear is identical, save for mounts (I believe--it's been a 
while since I ran a character though that).  To be a Champion of the 
Argent Crusade gets you to their quartermaster and that takes all five 
factions, if memory serves.
