Boy this is a strange topic for these newsgroups.  But as no one seems to
care...

You've almost got it.  As you approache c WRT some other frame of
reference, you would see that the time in that other frame has dilated -
events are happening slower in that frame as you observe them from your
frame.  An observer in this other frame, on the other hand, would not say
that her own time was dilated.
