That makes very very little difference. Couple of k exp per quest, vs bigger rewards from the end quest, and less time wasted travelling earlier than necessary. Spending a few minutes longer to finish a storyline does so little harm that it seems daft not to; let yourself actually enjoy it instead of going for relentless efficiency over all else, that's just a route to hating everything. Sounds like you didn't do the questline you're given at lvl 94 in your garrison, which I suspect counts toward the achievement although it's higher lvl than the rest of the zone.
