It depends what class the isp belongs too. :)  But yes.  Contacting the 
ISP is not a bad idea.  It helps feeding the isp with some copies of 
traceroutes though.

An old and worn-out router or modem can also cause odd network 
experiences.  The average life expectancy for such hardware is ~4 years.
