I'd say that seems most likely; instances/raids are on a different server to outside world, so possibly a different location, so if outwise world works fine and instances don't, and clearly the rest of the continent isn't having the same instance problems (or it would be fixed long since as Blizz got flooded with complaints), then the route between is probably the issue. Based on my entirely non-expert assumptions lol :-) Possibly worth shouting at the ISP to let them know there's a likely routing issue (depends if it's an ISP likely to listen and understand the problem though...)
