With 6.1, profession followers have to work in small buildings all time to increase the yield. So we have around 19-20 active followers. I'll headhunt treasure hunter followers, all we get Garona and cap is still 25 followers..." It would be nice BUT 42 counter combinations, 21 possibilities with duplicates cover all single counter combinations plus 4 in garrison mine,herb, 2 profs then they throw in double counters for the high missions so you may have to rotate in from the reserves pool. looks like 'working as intended' :-)
