Possibly not bugged, it's like Celestials, you're supposed to only be
able to loot one a week. It was a bug that they were both lootable the
first week at all. From hotfixes a few days back:

"The world bosses Drov the Ruiner and Tarlna the Ageless in Gorgrond
now share a single loot eligibility lockout."

At least Tarlna kindly gave me a pair of gloves this week, with better
secondary stats than the apexis ones I had, so that's less apexis
farming needed, no point upgrading those now!
