( if not actually immediately) first simple quests give a timeless 496->512 equivalent weapon and some similar level gear so a 483 new 90 would have no problems at all If you get booted before garrison stone is set the old cata portal area has a portal to shadowmoon valley near the garrison creation area. Garrison is all rest zone, it has a mailbox. It looks like you have to log on an alt to start rested xp accumulating.
