You can transfer characters between accounts but it is only between
accounts of family members.  I think that you need to transfer it to
an account with the same surname.

You can't transfer characters between accounts unless it is between
family members so the relevant sentence would be under the section
"Ownership/Selling of the Account or Virtual Items" and is as follows:

"Blizzard does not recognize the transfer of World of Warcraft
Accounts or BNET Accounts (each an �Account�). You may not purchase,
sell, gift or trade any Account, or offer to purchase, sell, gift or
trade any Account, and any such attempt shall be null and void."

I couldn't imagine getting rid of such a high level character.  I have
one of character of each class on my main server, the lowest is level
64, and I wouldn't consider deleting any of them.  Things change too
much* so I don't know which character will be my favourite tomorrow.  

* And by "things", I include my own personal preferences.  I used to
think that playing a Druid as Balance was a ludicrous idea because
Feral was so much fun.  I literally couldn't figure out why anyone
would do it.  :)  Now my Druid's main spec is Balance and it has been
since the early 70s.
