That would be to another account *owned by you*. I've transferred
characters between my two accounts a couple of times, that's fine, but
both accounts must be in your name, or at least have a matching
surname and address (in the case where you've shared an account with a
child, and wish the child to have his/her own account now), otherwise
it just won't happen.

The characters are most definitely included. People try to sell whole
accounts at times, but usually those accounts get shut down, since
it's very much not allowed.
