The last version of Q2, v3.21 was available in source form. Virtually all the source code is available now, including the single player DLL. The skins, maps and content are copyright idSoftware but if you have your Quake2 CD the content can be loaded into Linux. Server mode doesn't depend on graphics content or display capability. Most multiplayer mods are compiled and run on Linux with R1q2 server or modified Q2 code.
