SP? Is that south park?
Anyways, I suppose you're running the game like
quake2.exe +set game sp
or something like that.  So you have a folder called 'sp' in your q2 directory.
The pak with the maps in it should be in that directory, not in baseq2.  If you
can't figure it out just get QPed from
http://www.planetquake.com/qped/
and extract the maps from the pak.  Then in your baseq2 directory create another
dir called maps and chuck 'em in there.
