Hmm... ever try DCK? Gnab it from FTP.CDROM.COM and give it a spin. It's the best editor i've found - makes wad building a piece of cake. I agree that many level editor are discouraging... DCK is pretty solid though. If you dig CAD, you'll dig DCK. Quake will be more than a bit more difficult to build levels for i think. I say this because I believe myself to be quite good at building DOOM wads and so one day i figured, "What the hell, gimmie a Descent level editor and i'll crank out some groovy deathmatch levels!" :BZZT!: Wrong, try again. After messin' around with Devil for a while (the descent level editor I dug up somewhere..) i realized that the 3d world gets really funky and one cannot make something just 'look' right. It must _BE_ right. Can't have any gaps/holes/unconnected vertices. Maybe i didn't give it enough time but it looked to be a bitch. I made a few rooms, threw in some monsters, and nursed my wounds all the way back to DOOM.
