Unreal 2k3 has a mod called Mutant or something that is similar...some
one is 'It' and they get are the only one that can get frag points for
kills.  Once another player kills the Mutant that player becomes 'It'
and can score frags.

A game mode similar to this is in Jedi Knight 2 where one man gets the
Light Sabre and so on and so forth.

I've also heard of another that is more similar to the one you
described but I can't think of where...it was for something like Q3 or
half-life...but I just can't think of what it was.  Sorry.
