I had the resolution too high and I didn't see the frame rate. I found an app called IC Commit for connecting Duke over the internet. The launcher I was thinking about was called Duke Manager 4.0 by Charlie Wilson who at the time was at portal.com. This launcher is neat, it launches single and multiplayer, and interfaces directly with IC Commit. The readme says the version I have is shareware and that's why some of the menu items don't work, but it said nothing about registering it. I sent an email to Charlie's old address, but I haven't recieved anything back. If he's not around, can anyone else make it work? BTW, I installed JonoF's port, and Duke's running great on my XP machine. Thanks for the suggestion. I still want to make the old DOS computer work though.

Try a program that simulates IPX over the internet like Kahn.

It's either a success or failure with this product, and there doesn't seem to be any way to register. > BTW, I installed JonoF's port, and >Duke's running great on my XP machine. It's a bit difficult, but you can take a look at possible clients: http://rtcm.thecomitatus.com/knowledge-base/documents-online/setup-game-connection.html A few options on these pages may work, and are supported, but expect some connection problems as well (Duke3D is known to Desync even on a local network.)
