There is a file called rules.ini that can be edited: however, in a
multiplayer game, both sides must have the same rules.ini and alterations
otherwise the game will crash with an 'out of sync' error or similar. For
more info on rules.ini, see any decent RA site (ask in alt.games.redalert if
you don't know any).

There is no equivalent that I know of of rules.ini in the original C&C.

If people seem to be building quickly, consider that they may have more than
one construction yard, weapons factory or barracks: this makes the
appropriate things build faster, depending on how many of that type of
building they have. This is how 'tank rushers' build loads of tanks and
then rush your base: first they build loads of weapons factories and
refineries and then tanks are very quick to build early on in the game.

However, in the new C&C game coming out, Tiberian Sun, multiple buildings
will not speed up production, but only allow units to be deployed in
different areas of the larger maps, hopefully preventing tank rushing from
being a valid tactic.
