You don't actually upgrade your Construction Yard.
(like you did in Dune 2)
You upgrade by building all the different available
types of buildings. 
Notice how when you start out there are only a few
choices? Then after you build the first Power Plant
more become available to you?
To get the option of building the Mamouth Tank,
I believe it's the Repair Facility.
