Plenty of small enterprises had a word processing, such as an
IBM MT/ST. My employer had 150 employees, but produced enough
reports to justify using a word processor back in the 1970s.
The presence of word processing was totally independent of
whether or not the organization had a computer.

The big advantage of word processing was that it allowed the user
to store text and not retype it every time. That applied regardless
of whether it only had a typewriter output or a CRT. Obviously,
one could do more with a CRT, but the typewriter with storage
was powerful in itself.
