I have SCO Vr3.4 server configured for local networking (Ethernet 10base-T through UTP cable) I created BOOT and ROOT disk for local workstation, what am I supposed to do to login to the server now. After I boot I just have regular '#' prompt, and I want the user to be asked for login ?

If you just created BOOT and ROOT disk for local workstation and BOOT from the workstation, you didn't login your server but just boot workstation. If you want login the server from workstation by the Ethernet, you must install some communication application such as TCP/IP on your workstation, and if you use TCP/IP then you could TELNET your server or use RLOGIN remote login your server.
