I don't know that you can do this using TCP/IP.  You would have to have an
FTP client for the workstation and the AS/400 would have to be running FTP
server software.  If your AS400 is running FTP software, any FTP client
should do.  You could also use Client Access with an SNA connection, but
that would require a bridged connection to the AS400.
