log on locally, no desktop

A newly created WinNT4 domain user is granted the right to log on locally to
the server. The user can log on but, there is no default desktop, just the
mouse. If I add this user to the administrators group, it then logs on and
the new default desktop appears. This would indicate (to me) that the Admin
acct holds a permission or right that Everyone does not. (as well as Acct,
Backup, Print and Server Op. groups, I also tried adding the user to these
groups) I cannot find any literature that says a domain user needs anything
other than to be given the right to log on locally.

Current Permissions:

C:\root - Admin-Full Control(All)(All)
   CREATOR OWNER-Full Control(All)(All)
   Server Op.-Change (RWXD)
   SYSTEM-Full Control(All)(All)

C:\Winnt - Admin-Full Control(All)(All)

C:\Winnt\Profiles - (Share)Everyone-Full Control
       (File)Everyone-Full Control(All)(All)

C:\Winnt\Profiles\Default User - (Share)Everyone-Full Control
      (File)Admin-Full Control(All)(All)
**TRIED GIVING THIS ONE FULL CONTROL-->Everyone-Read(RX)(RX)<--SAME
RESULT**
                SYSTEM-Full Control(All)(All)

Any help with why the user's default desktop is not appearing AND if any
permissions should be changed would be appreciated.
thanks
