wind. xp - pomoc i obsługa techniczna

Witam wszystkich. Chciałbym spytać o tę właśnie pomoc. Nie działa, tzn. nie 
jestem w stanie jej uruchomić. Wchodziłem też do narzędzi systemowych, do 
usług, tam też urucchomiałem, ale nic z tego. Co to może być?
