Fedora ma repozytoria "Everything", które możesz sobie ściągnąć i używać
jako źródła pakietów, np:

Pełna lista mirrorów:
https://mirrors.fedoraproject.org/metalink?repo=fedora-35&arch=x86_64

Potem tylko konfigurujesz repo lokalne:
dnf config-manager --add-repo file:///ścieżka/do/mirrora
