Zeby moze skrocic Panu czytanie (nudne to)
to napisanie
@dekor(arg1, arg2, ...)
def fun():
   ...

jest rownowazne
def fun():
   ..
d = dekor(arg1, arg2, ...)
fun =  d(fun)

Czyli dostajemy 'nowe' fun ktore moze byc
oczywiscie starym fun ale moze to byc dowolny obiekt
'callable' czyli np jakis wrapper na poprzednia fun
albo zupelnie cos innego.

Widziane jest jednak pod nazwa fun
