Rozjaśniło się?

Odnośnie "Option Compare", cytat z helpa:

Used at module level to declare the default comparison method to use when

Czyli po naszemu - ustawiasz tym ustrojstwem wartość domyślną trzeciego
argumentu funkcji strcomp.
