Niestety po małym googlaniu wychodzi na to że Ruby nie korzysta z
niczego w rodzaju strcoll() lecz porównuje stringi bajtami:( Swoją
drogą to bardzo się zawiodłem - ani utf, ani iso - język jak ze
średniowiecza.
